Frequently Asked Questions about Permitting
Are you wondering which permits you need? Below are brief descriptions of the permit applications available at the River Center. Keep in mind that, depending on the nature and location of your project, you may need more than one permit application. Please call the River Center at (907) 260-4882 if you have any questions about applying for a permit.
Permit applications may be downloaded and printed from the links to the left. Permits cannot be submitted on-line; please deliver, mail, or fax them to the River Center.
NOTE: All permits have an expiration date. If work is not complete, permits must be renewed before the expiration date. Most complete permits take 30 days to process. Complex projects may take longer. Please plan your projects with this in mind.

Multi-Agency Permit Application
This application is required for all activities that encompass the KPB 50-foot Habitat Protection Area and any in-water use (including activities or structures that cantilever over the ordinary high water mark) of anadromous rivers and/or lakes, or activities that take place in wetlands.
Kenai Peninsula Borough Floodplain Development Application
This permit is required for all development within a mapped floodplain or floodway, including but not limited to buildings or other structures, mining, drilling, filling, grading, paving, and gravel pads. Development along coasts may require KPB Floodplain Permits and/or Army Corps of Engineers permits.
Kenai Peninsula Borough Floodplain Permit Reissue Request
If your Floodplain Permit has recently expired or is about to expire and your project is not complete, you may submit a Reissue Request. The extension is generally good for one year from the date of re-issue. This form should only be used if your project has not been modified from the original permit.
Kenai Peninsula Borough Habitat Protection Tax Credit Application
This application is for landowners who carry out habitat protection and restoration projects within 150 feet of water bodies covered under the KPBs Habitat Protection Area Ordinance. Click here for more information about the application process and qualifying activities. No fee.
Minor Vegetation Management Permit Application
This application is required for all pruning, trimming, or removal of shrubs and/or hazard trees within the KPB 50-foot Habitat Protection Area. No fee.
Prior Existing Structures Permit Application
This permit application is for replacement or reconstruction of structures located within the KPB 50-foot Habitat Protection Area. This application is only for structures that existed prior to May 15, 1996. Replacement or reconstruction may only be undertaken in the same space the structure occupied prior to damage or destruction. No fee.
City of Soldotna Kenai River Overlay District Permit Application
This permit application must be filled out for any projects that:
a) require the Kenai River Center Multi-Agency Permit,
AND
b) are located within the City of Soldotna.
No fee.
Kenai Peninsula Borough Conditional Use Permit Application
This permit application is for projects that
a) are located within the KPB 50-foot Habitat Protection Area
b) are not described as permitted activities in the KPB Code
c) do not require permits from agencies other than the KPB.
Because Conditional Use Permits must be approved by the KPB Planning Commission, applications may take up to 3 months to process.
Revision/Amendment to Original Project Plans
Submit this form if you wish to change (amend) your original permit.
Maintenance to Permitted Project Form
Please submit this form if you wish to do maintenance on your permitted project. All maintenance must be part of a previously approved project and must not go beyond the original scope of work.
Time Extension Request Form
Submit this form if you wish to extend the expiration date of your original permit.
Alaska Department of Fish and Game Title 16: Fish Habitat/Special Area permit
This permit is required for activities below ordinary high water of a fish stream or in a legislatively designated Special Area. Some common activities which require a Title 16 Habitat Permit are stream fords, bank stabilization, water withdrawal, floating dock construction, recreational mining and culvert placement.
Department of Natural Resources State Parks Use Permit
This permit is required for placement or construction of structures on state parks lands or in state parks waters. $50.00 fee.
Department of Natural Resources State Parks Commercial Use Permits
All businesses and commercial uses of state parks require commercial use permits. Fees vary depending on activity and location.
Recreational Placer Mining Permit Application
For recreational placer mining involving the operation of a suction dredge with an intake diameter of 6 inches or less and 18 horsepower or less with no additional mechanized equipment. No fee outside State Park areas. For use in areas other than the Sixmile and Resurrection Creek Drainages near Hope, Alaska.
Sixmile and Resurrection Creek Drainages Near Hope, Alaska Recreational Mining Permit Application
For mining using hand tools or a suction dredge with an intake diameter of 6 inches or less and 18 horsepower or less with no additional mechanized equipment. Certain areas and times of year are off-limits to mining. See permit conditions for more information. No fee outside State Park areas.
Recreational Mining Activities in the following areas require a State Parks $50 fee:
Quartz Creek: T5N R3W Sec 25 and 36
T5N R2W Sec 15, 16, 19, 20, 29, 30 and 31
Cooper Creek: T5N R3W Sec 31
Crescent Creek: T5N R2W Sec 29 and 30
Annual Placer Mining Application
This permit application is required for all mining using a suction dredge with an intake diameter greater than 6, a motor with greater than 18 HP, and/or any additional mechanized equipment. The Annual Placer Mining Application is available through the Alaska Department of Natural Resources, Division of Mining, Land and Water web site.
